DPRK Calls for Realization of Spirit of Joint Declaration

The Democratic People's Republic of Korea (DPRK) and South Korea should follow confirmed principles and take concrete measures to realize the basic spirit of the June 15 North-South Joint Declaration, a high-level DPRK official said Sunday.

The Democratic People's Republic of Korea (DPRK) and South Korea should follow confirmed principles and take concrete measures to realize the basic spirit of the June 15 North-South Joint Declaration, a high-level DPRK official said Sunday.

Kim Ryong Song, DPRK's chief delegate to the 10th inter-Korean ministerial talks, made the remarks in his keynote speech delivered during the first round talks at Koryo Hotel. The talks are set to continue through Tuesday.

The situation on the Korean Peninsula after the 9th inter-Korean ministerial talks has become more complicated with the United States' threat to, and containment of, the DPRK under the pretext of "nuclear issue" and its joint military exercises with South Korean, Kim said.

The DPRK proposes a strict adherence to the joint declaration and give full play to "national cooperation," he added.

On the occasion of the third anniversary of the signing of the joint declaration, the DPRK calls on both sides to cease hostile propaganda against each other and accelerate construction of inter-Korean railways and start-up of Kaesong Industrial Zone, he said.

Kim also gave due attention to such issues as passing of fishing boats through the other side's territorial waters, South Korean fishermen's access to part of the DPRK's fishing ground along the east coast, Kum Gang Mountain tourism, exchanges of civil groups and meetings of separated families.

The 9th inter-Korean ministerial talks were held in Seoul in late January, during which the two sides reached an understanding of the need to settle the nuclear issue on the Korean Peninsula in a peaceful manner.
