US White House spokesman Ari Fleischer said the administration has taken no position on sanctions but will seek the opinion of other countries.

He spoke hours after the conclusion of the third and final day of talks in Beijing involving China, the United States, and North Korea on Pyongyang's nuclear program.

The meeting was the first direct talks between North Korea and the US since the row irupted last October.

When the UN Security Council took up the issue two weeks ago, sanctions were not discussed. DPRK said sanctions would consitute " a declaration of war."
