A remark made by a retired teacher as she walked through streets and alleys in north China's Tianjin was written into the Cultural Relics Protection Law. A disabled man's expectations for easier mobility in a mountainous village in south China's Guangdong Province were incorporated into provisions in the Law on Building Accessible Environments. By adding a word to the amendment to the Organic Law of the Urban Residents' Committees, residents of a Shanghai community gave community self-governance a stronger foundation.
