China's Ministry of Commerce has publically criticized Brazil's anti-dumping investigation of China's steel products, according to a report by Economic Information Daily.
In a statement, a staff member from the ministry's Trade Remedy and Investigation Bureau said that Brazil has lodged three anti-dumping cases against Chinese steel products in just 10 days, and that such actions are outside the bounds of reasonable trade behavior.
The staff member said that in each of the three anti-dumping cases, Brazil not only continued to use the Surrogate Country approach the anti-dumping measures against China, but also chose the U.S.--whose economic development, market circumstances and factor costs are very different from those of China--as its surrogate country to determine the normal value, which has made the measures even more unreasonable.
China and Brazil are highly complementary to each other when it comes to steel products, and both countries enjoy broad opportunities for cooperation in the industry, the employee added. For that reason, China sincerely hopes to ease the recent friction over trade.
The employee also emphasized that China is determined to protect the reasonable interests of its enterprises in accordance with regulations set by the World Trade Organization.
