On March 7, 2016, a meeting was held at Xi'an Hi-tech Industries Development Zone (XHTZ) to sign agreement of goal responsibility for 2016. Zhao Hongzhuan, Member of the Standing Committee of Xi'an Municipal Party Committee and Secretary of the XHTZ CPC Working Committee, delivered a speech at the meeting, and An Jianli, Deputy Secretary and Director of the XHTZ Management Committee, summarized the work XHTZ had done in 2015 and discussed what work would be performed in 2016 and how. As part of the meeting, the leaders signed agreement of goal responsibility for 2016 with each XHTZ division's director.

Not only will 2016 be the first year of the 13th-Five-Year Plan period of XHTZ, but also it will be the start year when XHTZ will launch an all-out effort to build itself into a national independent innovation zone. Based on the development concept of "innovation, coordination, green, open and sharing", XHTZ will step up its effort to build a world-class technology park and a national independent innovation zone, with a view to giving itself a good start in the new stage of its development.
