Beijing has taken the first step to solve the trouble. Lately the draft of "Beijing Emergency Medical Service Regulation" has been submitted to the 14th Beijing NPC Standing Committee, which states that the patients and his or her family who fabricate facts and maliciously claim for compensation will be subject to legal penalty. This regulation has been commented as the Chinese version of "Good Samaritan Law."

As a matter of fact, Shenzhen released the same type of law earlier in 2013. Many other countries also have similar regulations to protect the right of helper in an accident.
