BEIJING, Nov. 27 -- China is set to tighten environmental protection law enforcement, vowing to seriously punish violators and address outstanding environmental problems, according to a circular on Thursday.
The circular, issued by the State Council General Office, outlined arrangements for a nationwide environmental protection campaign. It called for the "covering [of] every corner" with environmental regulation and promised to "wage war against pollution."
Law enforcement officers must have "zero tolerance" of violations and illegal tipping of hazardous waste should be severely punished, said the circular, adding that violators will be "blacklisted" and made public.
Transparency of law enforcement should be actively promoted, it said, adding that capacity building and supervision at the grassroots level should be strengthened.
