Cuba Asks U.S. To Honor Promise on Elian's Return

Cuban Foreign Minister Felipe Perez Roque said Saturday in Madrid that the U.S. government "must exert its authority and fulfill its promise of returning immediately Cuban boy Elian Gonzalez to his father."

Perez Roque said during a stop in this city on his way to Havana that the Cuban government "does not use this issue with political or electoral purposes as those of U.S. Vice President

Albert Gore, who detached himself from the Bill Clinton administration and supported the bills of law in Congress to grant permanent residence to Elian Goanzalez and all his Cuban family.

The Cuban minister said, "This legal labyrinth is exasperating when the U.S. government recognized the right to the custody of the father." He was referring to the Immigration and

Naturalization Service (INS) decision to acknowledge the paternity right of the father, Juan Miguel Gonzalez.

"We defend the right to the custody, the fulfilling of the U.S. law, and the respect to international law so this case will not set a precedent with children of other countries," said the Cuban foreign minister.

The Cuban minister said about the trip to the United States foreseen for Elian's father, together with several companions that he is confident that he will receive adequate assistance to assume the custody of the boy until the conflict is resolved.

Asked about the U.S. relations with Cuba at this moment, Perez Roque criticized the maintenance of the economic blockade "despite the rejection of most of the international community."

"We are prepared to maintain normal relations on the basis of the respect of each country for the internal affairs of the other, and Cuba has the firm determination to be an independent people," said the Cuban minister.
