Business Export Tax Rebate Fraud Re-emerged

As part of the efforts to encourage export, China's tax authorities once again raised the tax rebate rate on ordinary export goods on July 1 this year. Over the past few months, initial success has been won as a result of implementation of the supporting policy, with Guangdong Province's export value staying at over 18 percent increase respectively in August, September and October. However, the tax rebate fraud has re-emerged at the same time.

According to statistics from Guangdong Customs department, the province had ferreted out a total of 490 fraud cases, valued at 69.9 million yuan, in the first 10 months this year. Of which 376 cases, involving 58.62 million yuan, were uncovered in the Jul-Oct period alone. Signs show that the activities of tax refund fraud are being conducted in a coordinated process, by groups, on a large scale and through division of labor.

To counter such practices, the General Administration of Customs has immediately adopted measures to strengthen supervisions over the export goods with tax rebate and enforce strict inspection of related documents. Goods, suspected of being reported on over-price, will be evaluated by the taxation department.
