Monday, November 15, 1999, updated at 10:04(GMT+8) World Agenda for Final-Status Talks Finalized Israeli and Palestinian negotiators ended their third session of talks on November 14 and finalized the agenda for final-status talks. Israeli chief negotiator Oded Eran and his Palestinian counterpart Yasser Abed Rabbo, agreed to break the talks on four issues - Jerusalem, settlement, refugees and border, sources close to the meeting said. The two sides also decided to meet again on Thursday here at the Neve Ilan Hotel, which is only several kilometers northwest of Jerusalem. The negotiating teams, each with six members, held two meetings in the West Bank city of Ramallah on Monday and Thursday and discussed mainly the agenda for the final-status talks to resolve the thorniest issues between them. The talks on forging a permanent peace were launched September 13 at the Erez checkpoint between Israel and the Gaza Strip, under the Sharm el-Sheikh memorandum signed in September by Israeli Prime Minister Ehud Barak and Palestinian leader Yasser Arafat. The new peace deal provides that the two sides reach a framework agreement on final-status by next February and a final permanent peace treaty by September the same year. Besides the four issued mentioned, the two sides also have to resolve other tough issues such as the water resources divisions and future economic cooperation between them.
