Thursday, October 28, 1999, updated at 10:30 China China to Revise Law for Product Quality Control Chinese lawmakers are to revise the existing law on the quality of manufactured goods so as to effectively punish those companies making shoddy products. The proposed amendments to the law will prohibit local governments or departments from protecting persons responsible for poor-quality goods and covering up illegal practices, according to sources attending the 12th session of the National People's Congress (NPC) Standing Committee which started in Beijing October 25 morning. The country's top legislative body is considering giving more power to central and local law enforcement organs in the field. Some small factories in localities are churning out fake goods randomly, and some manufacturers have even resisted legal intervention, Li Chuanqing, director of the State Bureau of Quality and Technical Supervision, said when explaining the draft amendments to the legislators. The amendments will also prohibit officials from illegally protecting producers of fake goods, and will punish them according to the severity of their crimes. Those punished would not be permitted to conduct any business in the field for a period of three years, the amendments said. Meanwhile, the manufacturers of shoddy goods would be heavily fined. The state will implement a production quality certification system on those goods which might endanger people's health and property, according to the amendments.
