Firm denies hiring fake cops to smash office

A culture industry investment company in Changsha, Central China's Hunan Province, denied reports that it hired more than 200 bogus police officers to smash a cultural services company, according to a statement published on Monday.

A group of people in police uniforms ransacked the office of Xuantang Liqin, the cultural services company, which is located at a cultural park in Tianxin district in Changsha, on November 29, 2013, the Beijing Times reported Monday.

The group was led by Xiao Sijun, deputy director of Tianxin district government office and reportedly the general manager of Tianxin Wentou, the culture industry investment company.

The attackers, who announced that they came to "enforce the law," were equipped with truncheons and helmets. They smashed furniture in the two-story office and looted office equipment and artworks, the only security guard on duty that night told the Beijing Times.

Tianxin Wentou was "clearing the office space" as a reasonable self-rescue measure to reduce its losses, said the statement published on the government-sponsored website of the Tianxin Cultural Industrial Park, which is home to businesses such as media and publishing companies.

Tianxin Wentou claimed that no facilities were destroyed and all the locks were disassembled by professionals.

"The people were in security guard uniforms and carried security guard equipment," the statement said, adding that there were no physical conflicts between the two sides.

Xuantang Liqin could not be reached for comment on Monday.

The Beijing-headquartered Xuantang Liqin signed a joint venture agreement with the Tianxin district government in 2011 for the development of the cultural industrial park.

Tianxin Wentou was appointed by the management committee of the park to cooperate with Xuantang Liqin to found a new company for the park's development. The two sides then rented office space at a business building for the new company.

However, Xuantang Liqin was shut out of the project in 2012 after being accused of going against the park's marketing strategies, according to the company's chairwoman, surnamed Cao.

Xuantang Liqin then refused to terminate the cooperation, and Tianxin Wentou filed a lawsuit against it and asked it to clear out of the rented office space in November 2012.

After that, Xuantang Liqin also sued Tianxin Wentou to enforce the fulfillment of the cooperation contract.

The incident happened when the two lawsuits are still underway, and aroused wide public attention due to the involvement of an official and the "bogus police."

The Beijing Times said that Xuantang Liqin has reported the incident to provincial public security and discipline authorities.

The cultural industry is one of the pillar industries in Tianxin, and the cultural park was recognized as a State-level demonstrative cultural industrial park in September 2012.

Tianxin Wentou was described as a platform company for commercial operation of the park in the statement.
