The coastal defense force of the Chinese navy is an independent unit of troops which engages in coastal protection, and is deployed in important sections. When asked in a media interview how the coastal defense force should effectively fulfill its role and avoid enemy attack, military expert Cao Weidong responded that China's strategic nuclear submarines have a potential resistance to attack of 90 percent, and can launch a counterattack when themselves under nuclear attack, thus serving as a deterrent to enemy use of nuclear weapons.

Through scientific and technical development, the coastal defense force is steadily evolving from an artillery-based force to a missile-based force, and is making continuous improvements and innovations in such aspects as the penetration and attack capability of coast defense missiles, thus upgrading the fighting capability of the force.

When asked how the coastal defense force can effectively fulfill its role and avoid enemy attack, Cao Weidong said that the primary mission of the force is to protect offshore safety. Some offensive weapons are also the best means of defense. Elements such as the strategic-missile nuclear-powered submarines are both "sharp swords" and "strong shields". Strategic-missile nuclear-powered submarines are hidden in the oceans. In the face of enemy attack, the survival rate of land-based launching silos may be no more than 5 percent, while that of air-based weapons, e.g. strategic bombers, might reach 50 percent. In contrast, the survival rate of nuclear-powered submarines, especially strategic-missile nuclear-powered submarines, can reach 90 percent. With such a high survival rate, a nuclear counterattack could be launched against the enemy, thus providing a powerful deterrent against first use of nuclear weapons.
