The 5th Chinese Military-Civilian Integration Annual Meeting and the National Defense Informatization and Strategic Management Forum were held in Beijing on January 19, 2013. Over 1,000 private enterprises got the permit to research and produce weapons and equipment under the policy to support military-civilian-integrated development laid down by Chinese government.

According to Zhao Keming, deputy director of the Finance and Economy Committee of the National People's Congress (NPC) of the People's Republic of China (PRC) and former political commissar of the National Defense University (NDU) of the Chinese People's Liberation Army (PLA), the institutional mechanisms for the development of China's military-civilian integration as well as the investment environment have constantly improved in recent years.

While those institutional impediments in access to the military product market, equipment procurement, private investment and others have been cleared away, the military-civilian-integrated industry has developed fast at an annual growth rate of over 20 percent with its technical level, scientific and technological content and development efficiency ever raised.
