Zhou Yongkang, Cao Gangchuan, Tang Jiaxuan, Hua Jianmin and Chen Zhili were approved as state councilors of China's State Council Monday afternoon, at the seventh plenary meeting of the First Session of the 10th National People's Congress (NPC).
