Re-employment Crucial to China's Development, Stability: Article

The re-employment of laid-off workers and those unemployed has a direct bearing on China's reform, development and stability, and the interests of the people,the People's Daily says Wednesday.

The re-employment of laid-off workers and those unemployed has a direct bearing on China's reform, development and stability, and the interests of the people,the People's Daily says Wednesday.

In a front-page commentary, the paper says that the Central Committee of the Communist Party of China and the State Council have attached primary importance to re-employment which has become increasingly important to the country's development.

"Although we've made significant achievements and created quitea favorable situation over the past few years, the task of re-employment is still strenuous and pressing," says the paper.

The commentary calls on governments at various levels to map out measures according to local conditions and strive to explore more job opportunities, launch more job training programs and offer special help toward the laid-offs.

The package of preferential polices established by the central government in fields like industrial and commercial registration, tax reductions and credit loans must be implemented to the letter,says the paper, adding that administrative bodies should help solve problems hindering the settlement of re-employment.

To make re-employment easier, the paper says that the development of tertiary sector and the non-governmental enterprises must be greatly enhanced.

Meanwhile, the country should also encourage laid-off workers to establish their own partnership enterprises, cooperative business operations or become self-employed.

As neighborhood committees and the burgeoning urban communitiesare quick to learn public needs, functional departments and publicinstitutions were called to help them build up community service networks and standardize intermediary organizations' activities.
