Change 4: a welcome step to military transparency
China published its defense white paper in April, and the seven major unites and departments of the Chinese army set up spokesperson system in November, showing China's commitment to military transparency. In 2013, the PLA set up more channels, such as allowing the public to visit and observe some military exercises, to release information about China's defense and military, which helped the world better understand China's armed forces.
