Who are to blame for chaos in handout of free Laba porridge? (5)

In fact, many temples in Hangzhou give out free porridge on Jan. 19, 2013. The weekend with warm sunshine attracted much more people than the previous years to receive the free porridge. After waiting for a long time to get the porridge, many people enjoyed the porridge immediately and threw the empty bowls on the ground. Spoons and bowls made the place a mess. According to the rule, everyone could receive at most two bowls. In fact all the people there got the most amounts regardless whether they could have them or not. A cleaner said the people only cared about their own interest and wasted the good will of the temple. (Photo/Xinhua)
