Hong Kong's 1st five-year plan aims to enhance people's livelihood, well-being

HONG KONG, Sept. 16 (Xinhua) -- John Lee, chief executive of the Hong Kong Special Administrative Region (HKSAR), said on Wednesday that the government's ultimate goal is to improve people's livelihood and well-being, which in turn will stimulate social demand, energize market activities, and propel economic development.

Announcing Hong Kong's first five-year plan for economic and social development (2026-2030), Lee said that the HKSAR government will step up its focus on young people's education, employment, entrepreneurship, and home ownership.

To advance quality education, the HKSAR government will strengthen a future-ready education system, enhance the allocation of educational resources, and nurture cross-functional and multi-skilled talent, he said.

Pledging to deepen healthcare and housing reforms, Lee said the HKSAR government aims to eliminate substandard subdivided units by 2030. In the coming five years, Hong Kong will supply 196,000 public flats, including Light Public Housing, aiming to cut the average waiting time to 4.5 years by 2026-27 and under four years by 2030-31.
