On Sept. 13, journalists and social media influencers from around the world — including the United States, Brazil, Egypt, Russia, and New Zealand — visited the Primary School affiliated with Shacheng Middle School in Huailai county, north China's Hebei Province. The visit was part of the "Perceiving a Happy China: Hebei Tour," organized by the State Council Information Office to show how China's people-centered development philosophy shape daily life.

At the school, delegates watched the rollout of public-benefit programs initiated by the China Foundation for Human Rights Development (CFHRD). Together with the China Film Group Corporation and the China Digital Library, the foundation donated two digital library systems to 14 primary and secondary schools across Huailai county and film projection equipment to seven, funding 70 free screenings for students.

Li Hongkui, vice chairman and secretary-general of the China Foundation for Human Rights Development, said that happiness is the greatest human right, and that charitable causes bring well-being to people at large. He called for expanding the initiative nationwide so that it reaches students across the country, meets their cultural and intellectual needs, and lays a strong foundation for building a culturally strong nation.

Wang Han, a member of the Standing Committee of the CPC Huailai County Committee and deputy county magistrate, said the donations from the "Outstanding Films Enter Campus" and "Scholarly China" initiatives have added to Huailai county's digital cultural resources on campuses and created a platform for teaching students through reading and film. He said the county would use the opportunity to expand its digital resources in schools and advance high-quality development of education countywide.
