Honoring commitments to the people through real results
"The new city is built precisely to ensure a better life for the people." Over the past nine years, Xi Jinping, general secretary of the Central Committee of the Communist Party of China (CPC), has visited the Xiong'an New Area in north China's Hebei Province four times, conducting research, holding discussions, drawing up plans and providing guidance.
During his inspection tour in March this year, Xi urged efforts to improve the public service system and safeguard and enhance people's well-being.
Focusing on practical work, taking concrete measures and pursuing tangible results, the Xiong'an New Area, dubbed the "city of the future," has steadily moved forward and undergone remarkable changes through sustained efforts.
Targets and tasks should be set in a reasonable manner with approaches and measures to be proposed for each specific field, Xi said while presiding over a symposium on China's economic and social development in the 15th Five-Year Plan period (2026-2030) in April 2025.
When it comes to issues that affect ordinary citizens, delivering real results matters most. This commitment runs through the grand journey of advancing Chinese modernization.
In March 2025, Xi visited Zhaoxing Dong village in Liping county, southwest China's Guizhou Province. He asked whether the villagers had enough food to eat and whether many of them had gone out to work as migrant workers.
Ahead of the 2024 Spring Festival, Xi visited a village affected by floods in the summer of 2023 in north China's Tianjin Municipality. At the home of villager Du Honggang, Xi chatted with the family about their losses in the disaster and how their production and income had recovered since.
Through down-to-earth research, Xi has translated people's concerns into top-level planning and grassroots reform practices.
During this year's "two sessions," the annual meetings of China's top legislature and top political advisory body, Xi took part in a deliberation with his fellow deputies from the delegation of east China's Jiangsu Province. He urged major provincial economies to redouble efforts to gain experience in analyzing new situations and solving new problems.
Since the 18th National Congress of the CPC in 2012, Xi has repeatedly stressed the need to carry forward the spirit of hammering nails and ensure that all work is effectively implemented.
At the Central Urban Work Conference held in July 2025, Xi stressed that once tasks are set out, there must be feedback on their implementation to assess how effectively they are being carried out.
Ecological protection is one example. In 2025, Beijing recorded 311 days with good air quality, 21 days more than the previous year, with such days accounting for 85.2 percent of the year.
Urban development has also continued to improve. As cities become more innovative, open, green and resilient, public services in people-centered cities have continued to improve, bringing greater warmth and quality to people's lives.
Only with a clear strategy can there be solid achievements. Throughout his time working at the local level, Xi placed great importance on long-term planning. In Xiamen, southeast China's Fujian Province, he oversaw the formulation of the 1985-2000 Xiamen Economic and Social Development Strategy, a plan with long-term significance. In east China's Zhejiang Province, the "Double-Eight Strategy" he proposed has had a far-reaching impact.
Since the 18th National Congress of the CPC, Xi has repeatedly emphasized that China can no longer assess performance simply by the GDP growth rate, guiding economic and social development toward substantive transformation through the new development philosophy.
The outline of the 15th Five-Year Plan states that meeting the people's ever-growing needs for a better life is the fundamental goal. Among the plan's 20 major indicators, more than one-third relate to people's well-being, while 25 of its 109 major projects are dedicated to improving people's well-being.
