Xi's stories | Six leadership principles
In 1983, a new county Party committee leadership team was formed in Zhengding, Hebei Province, with Xi Jinping appointed as county Party chief. After taking office, he remained highly vigilant against problems related to ideology, organization and conduct among local Party members.

Through careful analysis, he identified several major issues: the selective implementation of higher-level directives based on personal preference, a weakening of revolutionary spirit driven by the pursuit of status, wealth and comfort, and bureaucratic inertia marked by superficiality, delays and shirking responsibility.
To address these problems, Xi personally led the drafting of the "Provisions of the Communist Party of China Zhengding County Committee on Improving Leadership Conduct," later known as the Six Provisions.
After undergoing rounds of revisions, the document was formally approved by the Standing Committee of the CPC Zhengding County Committee in December that year. It outlined six key principles:
1. Take a broad view and focus on major issues.
2. Oppose bureaucratic airs and emphasize practical results.
3. Strengthen unity in the leadership and uphold the authority of the county Party committee.
4. Lead by example and reject unhealthy practices.
5. Continue learning and improving leadership skills.
6. Set high ambitions and strive for excellence in modernization.
After the Six Provisions went into effect, the county Party Committee and government launched a series of decisive measures under Xi's leadership. The results were clear: The image of Party organizations at all levels in Zhengding improved significantly, public enthusiasm in responding to government initiatives increased, and the county gained positive momentum in all its endeavors.
