KABUL, Dec. 15-- Afghan President Mohammad Ashraf Ghani, after assuming office on Sept. 29, announced to form a new cabinet within 45 days but it has yet to be achieved as all the ministries are run by acting ministers.
The president, during his presence at the London Conference on Afghanistan held on Dec. 4, repeated his determination to appoint the much-awaited new cabinet within two to four weeks and since then no tangible progress is in sight.
Repeating his resolve to appoint new cabinet, president Ghani in meeting with a number of elders and religious scholars held in Arg or Presidential Palace on Friday assured that the ministers- designate would be introduced to Wolesi Jirga or Lower House of parliament for a trust vote within days, according to media reports.
Afghans from all walks of life are concerned over the delay in appointing new cabinet, believing more delay in cabinet formation would further add to security problems and hurt economic activities in the already foreign-aid dependent country.
However, President Ghani said that the government of national unity is committed to bringing the people of competence and commitment to the new cabinet to lead the program of the government and serve the people.
The government of national unity is the outcome of an agreement reached between President Ghani and his election challenger Abdullah Abdullah with the mediation of U.S. Secretary of State John Kerry in October under which both sides reportedly have an equal share or 50 percent stock in the government.
Delay in the cabinet formation even has caused concern among ranking functionaries within the establishment.
Special envoy to the president for reform and good governance Ahmad Zia Massoud said the other day "I am hopeful the cabinet to be formed within one or two weeks."
Moreover, Speaker of Wolesi Jirga or Lower House of parliament Abdul Rauf Ibrahimi in his speech during house preceding the other day stressed for early formation of the new cabinet.
Meanwhile, Mushrano Jirga or Upper House of parliament in its session last Tuesday called on President Ghani and Chief Executive of the national unity government Abdullah to overcome their differences and form the cabinet in an earliest date
According to media reports, The Lower House of parliament on Saturday decided not to give vote of confidence to the cabinet nominees holding dual nationality.
