Chapter IX Urban-Rural Guangzhou

Urban Transportation

In 2016, Guangzhou had 1,184 bus lines, 14 water bus lies, 22,000 taxis and promoted and put into operation 1,228 clean energy buses. A series of informationized service brands were put online for operation, including “taxi-hailing”, “bus-hailing”, “water bus-hailing” and “talored driving lessons”. The city opened a total of over 450 “bus-hailing” lines and 13 “water bus-hailing” lines in the year.

Rail Transit. There were 10 subway lines operating in Guangzhou in 2016, with the total mileage of 309 kilometers, and the 7.7-kilometer experimental section of the new-type island-looping trolley in Haizhu District. The total mileage was ranked as one of the top ten in the world. The subway system transported 2.57 billion person-times of passengers safely throughout the year, with the average daily passenger transportation of more than 7 million person-times and the peak daily passenger transportation of 9 million person-times. The city had also led the nation as far as the efficiency and quaity of the subway service is concerned during the same period of time.

Entry Port Management

The inbound/outbound passengers at Guangzhou’s entry ports reached 18.11 million person-times in 2016 while incoming and outgoing transportation vehicles also amounted to 144,000 ships/planes/trains, up 12.75% and 10.3% year on year, respectively. The import and export cargo reached 127.2248 million tons and 7.4623 million TEU, up 6.08% and 5.87% year on year, respectively. Local customs collected 110.03 billion yuan of taxes, down 4.81% year on year.

Urban Planning

It is projected that by 2020, the city will set aside 165 square kilometers of new construction land to mainly satisfy the demand to construct key regions, key industries, key infrastructure and key facilities on people’s livelihood, including the three strategic hubs, the one-river-two-bank-three-belt region, the golden triangle region, the national class economic and technological development zone and the functional zones with special characteristics. The authorities also supplied 1,490.58 hectares of land for various purposes, collecting 79.2 billion yuan of land transaction fees.

New Rural Construction

In 2016, Guangzhou strongly pushed the construction of model clusters of beautiful countryside and new rural areas, creating the socialist new countryside with the favorable environment for working, living and tourism. In the same year, the city finished the trial construction of 89 beautiful countryside trial units in 3 batches and kicked off the construction of 71 municipal-level beautiful villages. The city also finished the creation of a total of 116 famous villages and 6 famous towns in 4 batches at the same time.

New countryside became more self-sufficient. In the same year, the city created 13 provincial level model towns and model units for leisure farming and rural tourism as well as 2 national level model counties and model units for leisure agriculture and rural tourism.

Informationization

Vigorously promoting the construction of information infrastructure. Local households being connected by optical fiber reached nearly 3.5 million, namely 80% of the total, while altogether 1,144 administrative villages were connected by optical fiber, thus realizing 100% coverage of the city’s administrative villages. The city was also granted the Best Application Award of the “Broadband China” Demonstrational City, namely Policy Environment Award. The city had constructed 31,200 4G base stations and 7,658 WLAN wireless APs by the end of 2016, bring the number of base stations and APs to 139,000 and 129,071, respectively. The 4G users reached nearly 10 million households, ranking as No.1 of the nation. All the towns and districts of the city were basically covered by the 4G network at the same time.

Speeding up the development of the Internet industry. The city was home to over 3,000 Internet enterprises in 2016, which employs over 300,000 people, including more than 200,000 for research and development. The output of the local Internet industry, which led the nation in the areas of Internet content and interactive entertainment, reached 280 billion yuan during the same period of time, with 8 enterprises including Netease and vip.com being selected as one of the “Top 100 Chinese Internet Enterprises” in 2016, ranking as No.4 of the nation as far as the total number is concerned. E-commerce sector saw vigorous and innovative development. The cross-border e-commerce import and export of the city stood at 14.68 billion yuan in 2016, up 1.2 times, occupying nearly 30% of the total cross-border e-commerce import and export of the nation and ranking as No.1 of the 60 domestic cities allowed to develop cross-border e-commerce import and export. Guangzhou also ranked as No.1 on the “2016 Chinese Mass E-commerce Business-starting List”, which was released by AliResearch.
