Daring to take actions

To be trust worthy in word and resolute in deed. Voices have been heard abroad and global eyes are in China’s actions. A Reporter from China Youth Network found that China's actions are commendable, which not only reflect its great country’s manner but also demonstrate its responsible attitude to practice what they preach. ”While we want prosperity and wealth, we also want clear waters and green mountains. In fact, clear waters and green mountains can bring us prosperity and wealth.”This is a perfect interpretation for China’s actions.

The 13th five-year-plan proposed to include the concept of green development into one of the five concepts and advocated to strengthen environmental control in order to improve the environmental quality at the core and to implement the most stringent environmental protection system. But before the green development concept was put forward, China has been in action and made a big stride in protecting the environment and tackling climate change. As President Xi’s speech at the UN Climate Change Leaders Working Luncheon said, "the Chinese government has integrated the climate change issue with the overall strategy of the national economic and social development."

China will take the climate change issue as an foundation to build an innovative major country, and transform development approaches so as to promote the development of domestic energy conservation and environmental protection industries. According to statistics, in 2013 China's renewable energy generating capacity accounted for 24%, and the global reserved plantation area ranked first in the world; in 2014 China's unit GDP energy consumption and carbon dioxide emissions decreased by 29.9% and 33.8% respectively compared with 2005.

In June 2015, China submitted carbon-curbing plan to the UNFCCC Secretariat aiming to cut its greenhouse gas emissions per unit of gross domestic product by 60% to 65% from 2005 levels. This is not only the obligation as a party of UNFCCC, but the best efforts that China can do to achieve the goals listed in the convention.

In September, China announced in the China-US?Joint?Statement?on?Climate?Change that 20 billion RMB will be donated to build the China's South-South Cooperation Fund on Climate Change to support other developing countries to cope with climate change. Early as 2011, China initiated a three-year cooperative program on climate change to support the least developed countries, small island states and African countries to deal with this issue.

President Xi Jinping attended Leaders Working Lunch on Climate Change of the UN in September and pointed out that “China will further intensify control over the greenhouse gas emissions and try to achieve the target of reducing carbon intensity by 40% to 45% by 2020.”
