In recent years, the global economic recovery is slowing down, and many global issues are emerging which have highlighted the shortcomings of the current international system. The international community is calling for global governance.
The major difference between global governance and traditional governance lies in the fact that the emerging market countries, together with the developed countries, have actively joined in the governing process to explore solutions for global issues. China has an ever closer interaction with the international system.
The main mode of global governance is to formulate relatively binding international regulations through consultations between countries, to solve global problems to which individual countries cannot respond effectively and maintain certain international order. Global governance at different levels should be multilateral platforms for equal negotiations, and play coordinating and facilitating roles in global governance.
China is an important member of many multilateral platforms including G20 and APEC. China's voice often has a profound impact on such platforms, reflecting the country's increasing international voice. China has taken concrete actions to show its power through "wisdom contribution" and "programs provision". A prominent manifestation is that China is providing more global public products and is participating more actively in solving global problems.
Global public products are necessities to promote the common development of all countries. In recent years, with the increasing strength of emerging market countries and developing countries, the provider of global public products has also undergone great changes; people have an increasing expectation that China will provide more public products.
At present, international instability and uncertainty factors are increasing significantly, together with many security threats. How will China participate in the formulation and innovation of international rules, and how will China promote the international system to change in a more fair and reasonable direction? The international community waits to see.
