Peace-building in post-conflict countries should be led by countries concerned: Chinese envoy

UNITED NATIONS, April 16 -- The key to achieve lasting peace, stability and development in the post-conflict countries lies in the efforts of those countries themselves, said a Chinese envoy here Thursday.

Wang Min, China's deputy permanent representative to the UN, made the remarks at a meeting of the 69th session of the General Assembly, adding that the international community should respect the leadership status of the countries concerned and provide constructive support in peace-building operations.

Wang noted that peace-building programs should be tailor-made according to situation of countries concerned since post-conflict countries face diverse situations with different peace-building focuses, programs and methods.

"The international community should proceed from those specific situations of the countries concerned to develop targeted peace- building programs to ensure consistency of the international assistance with the needs of the countries concerned to bring out better results," he said.

Wang also said peace-building should combine short-term, mid- term and long-term goals, adding that the fundamental goal of peace-building should be to help countries concerned to enhance " blood-making capacity" to achieve development on their own.

"This is a long-term, complex and arduous task that may not be achieved overnight," he said. "To obtain the understanding and support of the people in the countries concerned, various tools should be used to achieve early peace-building results to set the basis for mid-term and long-term goals."

Wang also calls for enhancing efficiency in peace-building operations, saying the UN should act as a platform and make best use of the advantage of the peace-building commission to strengthen coordination and avoid waste of resources.

Peace-building is an innovative field in the peace and security work of the world body, which has established a special commission, a fund, as well as a support office to carry out mandates to this end.
