"Over the past year, China has made striking achievements in Internet development. The number of Internet users reached 649 million. There are more than 4 million websites; the e-commerce transaction exceeded 13 trillion yuan, and Chinese companies take four positions in the world's top 10 Internet companies. Internet economy has become the main driving force of China's economic growth", said Lu Wei, Minister of Cyberspace Administration of China (CAC).

Lu said that 2014 is the first year of China's comprehensive deepening reform. The year also witnessed the rapid development and deep international integration of China's Internet. China has set up the Office of the Central Leading Group for Cyberspace Affairs, with President Xi Jinping as the leader.

In his Message of Congratulations to the 2014 World Internet Conference, Chinese President Xi said, "China is ready to work with other countries to deepen international cooperation, respect sovereignty on the Internet, uphold cyber security, and jointly build a cyberspace of peace, security, openness and cooperation and an International Internet governance system of multilateralism, democracy and transparency." The avocation has been highly praised and widely recognized by the international community. Under the joint efforts of all parties, an international network of space ushered in a new era of shared governance altogether.

Lu Wei pointed out that "wang" (network) is a word with rich connotation in traditional Chinese culture. It means achievement and harvest, connection and communication, and represents law and order. China's policy of opening up will not change; foreign companies are welcomed to develop and invest in China as long as they abide by Chinese laws, do no harm to China's national and consumers' interests.

He stressed that we live in a common cyberspace which consists of Internet networks of all countries in the world. Each country has its independent cyberspace sovereignty, security and development interests. We need to support and respect each other rather than attack and blame each other.

China is willing to strengthen exchanges and cooperation with other countries to exert the power driven by Internet innovation, promote the "One Belt One Road" strategy, share and govern cyberspace, to better provide services for the world, especially the developing countries.
