MOSCOW, Nov. 19  -- Relationship between Russia and China is a key factor in maintaining strategic stability and security of the world, Russian Foreign Minister Sergei Lavrov said Wednesday.

"The developments in the world vividly showed that the tie between Moscow and Beijing is one of the key factors to enhance stability and security on the planet, creating a stable world order of multi-polarity, ensuring the supremacy of law in world affairs and the democracy of international relations," Lavrov said at a meeting in Russian State Duma, or the lower house of parliament.

Russia is for creating reliable security mechanisms in the Asia-Pacific region based on non-bloc principles, Tass news agency quoted Lavrov as saying.

"This is the aim of the Russian-Chinese initiative to draft new framework principles of a new regional security architecture, which is currently under discussion," he said.

"The dynamic development of Russian eastern territories is a national priority for the whole 21st century," Lavrov said. "Hence a more active and productive involvement and integration into the Asia-Pacific region is needed to tap economic potential in Siberia and the Far East."

Lavrov said that Russia's active relations with Asia are not a substitute for those with the West, as the country follows "multi-vector" foreign principles in order to solidify its stable international standing.

Moreover, Lavrov expressed the hope for India and Pakistan's possible accession to the Shanghai Cooperation Organization.
