With the full implementation of the reform of registration system, as well as the "zero charge" policy, the number of enterprises that registered in Xi'an High-tech Zone has increased significantly. The monthly registrations number reached nearly 1000, about five times of the previous number.

Official with the Administrative Service Center of High-tech Zone also said that they used to process 200 registration requests monthly, but now the monthly volume reaches 800 to 1,000.

Since March 1, 2014, China has carried out reform of the company registration system. The system has further reduced market access barriers and lowered costs of start-up companies. As the first zone which implanted the "Zero Charge" policy, Xi'an High-tech Industry Zone began to give free administrative approval and governmental services to the firms in the zone in 2012. All service costs are covered by the High-tech Zone. The reform and the "zero charge" policy have largely encouraged the entrepreneurial activities in the zone.
