Monday, February 21, 2000, updated at 15:40(GMT+8) China Jiang: 'Three Emphases' Important Jiang Zemin, General Secretary of the Communist Party of China (CPC) Central Committee, said yesterday the "three emphases" education stressing theoretical study, political awareness, and good conduct will continue to be a top priority for Party building this year. Jiang, also president and chairman of the Central Military Commission, made the remark while attending a leadership meeting here. Jiang said cities and counties are important foundations for maintaining good social order, developing the national economy, and strengthening political power. County and city government leaders shoulder the responsibility for carrying out the guidelines and policies of the Party at the grassroots level, Jiang stressed. Therefore they should realize the importance of the "three emphases" and work hard to add to their achievements, overcome their shortcomings, improve their work and make greater contributions. The Political Bureau Standing Committee of the CPC Central Committee has decided to send its members to several cities and counties in Jiangsu, Hebei, Zhejiang, Sichuan, Liaoning, and Shaanxi provinces to mobilize the officials and conduct research. Jiang said it is a major move for Party building in the new century to conduct "three emphases" education. The education will prepare the Party ideologically, politically, and organizationally to carry the socialist cause forward.
