Tuesday, February 01, 2000, updated at 09:31(GMT+8) China Beijing Appoints New Officials to Restructured Departments Jin Shengguan, who has devoted himself to reforming the leadership of Beijing's state-owned enterprises (SOE), has been named the new director of Beijing Municipal Economic Committee (BMEC). The BMEC resulted from a restructuring of the CPC Beijing industrial working committee, which occurred as part of a reform mapped out at the request of the Central Committee of the Communist Party of China (CPC) and the State Council. Jin and another eight appointees have been approved by the Standing Committee of the Municipal People's Congress since the official re-grouping of senior committees. According to the reform plan, some departments under the Beijing Municipal Party Committee were merged into functionally similar departments under the Beijing Municipal People's Government. This has helped the Municipal Party Committee cut its departments from 17 to 12, and will result in the reduction of 20 percent of employees. The Beijing Municipal People's Government has reorganized its 67 offices and departments into 45. Those with overlapping responsibilities were melded with others or just eliminated, such as the bureau of geology and mineral resources, the bureau of housing and land management, the bureau of taxi administration, and the urban and rural planning committee.
