Sci-Tech Shanghai Strives to Develop Hi-Tech Industries

News from Shanghai International Industry Fair, "21st Century Industry, Sci-tech and Trade Forum", reveals that Shanghai will attract more social investment and actively make use of foreign funds to accelerate the development of high and new technological industries.

Shanghai will actively push forward the diversification of the major part of risk investment, and social funds that enter the risk investment field can enjoy a comparatively preferential policy, said Chen Liangyu, Standing Deputy Mayor of Shanghai, at the forum on December 15.

Shanghai will also explore ways for the establishment of a virtuous cycling mechanism for the "entry" and "withdrawal" of risk investment, set up a risk investment system that integrates financial investment, social investment and the utilization of foreign capital, support and encourage high-tech enterprises to use the capital market for the operation of assets and the collection of funds by listing stocks and gradually build a secondary market meeting the need of the development of high and new technology enterprises.

According to informed sources, Shanghai will stress "Source Construction" in order to enhance the potential for the development of the high and new technology.

Shanghai plans to advertise for scientists and technicians and investors from abroad for building a contingent of talents. Shanghai will set up a distribution system under which fund contributors, manufacturers, technology developers, market explorers and managers can get their due pay. Meanwhile, applications for patent are also encouraged and supported.
