Wednesday, November 10, 1999, updated at 16:49(GMT+8) China China Calls for Reform of UN Human Rights Mechanism In the reform process of the United Nations, reform of the human rights mechanism of the UN is also a pressing task, China stressed in the United Nations on November 9. Chinese Deputy Permanent Representative to the United Nations, Shen Guofang, made the statement at the Third Committee (Social, Humanitarian and Cultural) of the 54th session of the United Nations General Assembly. Shen said the reform should be aimed at the goals such as to reduce confrontation and enhance cooperation, correct the severe imbalance between the two types of rights and give due priority to the economic social and cultural rights and the right to development, improve the efficiency of the Human Rights Commission and make its work genuinely conducive to the promotion and protection of human rights worldwide. Shen called on countries and personages concerned to go along with the historical trend, discard their Cold-War mentality and confrontation behavior, abandon the so-called "value superiority" and enter into human rights dialogue on the basis of equality, mutual respect and seeking common ground while shelving differences, so as to enhance understanding, narrow differences and promote cooperation. "We must strive to make dialogue, cooperation and equal treatment to all types of rights the main stream of human rights activities around the world in the 21st century, with a view to guaranteeing faithful implementation of the tasks entrusted by the Charter of the United Nations, promoting and protecting in a genuine and effective manner the universally-recognized human rights and realizing common prosperity of mankind," he added.
