Anhui relaxed the one-child policy since Jan. 23, 2014, allowing couples to have a second child if either of the parents is an only child. The couple got the birth certificate for their second child Friday, which they consider as the best present for this year's Valentine's Day as well as the Lantern Festival, the 15th day of the first month of the Chinese lunar calendar.
