On April 16, China issued its national defense white paper, introducing the diversified utilization of China’s armed force to the world. As the continuous in-depth development of normalization and specialization of the release of the national defense white paper, China’s military is transforming from “responding to questions” to “explaining proactively”, which shows the country is more transparent and willing to take on responsibilities.

The national defense white paper shows Chinese army’s transparency and openness. Along with the accelerating pace of going out, Chinese army has taken the initiative to show its image to the world. It is obvious to see the country’s sincerity and hard working in military transparent. The continuous issues of eight editions of national defense white paper have witnessed and recorded the progress of Chinese army.

The white paper on national defense this year not only covers traditional contents like security situation judgment or armed forces construction but also discloses the combat force number of its army, navy and air forces for the first time. It is the first time that China has published designation of its combined corps and the missile armament of the Second Artillery Corps.

The national defense white paper illustrates that Chinese army is willing to take on responsibilities. Western countries have suspected Chinese army for a long time, guessing whether Chinese army is defensive or offensive. The white paper of national defense issued in 2013 has answered the suspicion directly. "China will never seek hegemony or behave in a hegemonic manner, nor will it engage in military expansion," the white paper says.

The new edition of the national defense white paper has disclosed many detailed data, which is a straight explanation of Chinese People's Liberation Army (PLA)’s performance of peace mission. Chinese army’s positive attitude is a powerful counterattack to the countries looking China through colored spectacles.

The national defense white paper has shown Chinese army’s determination resolutely for safeguarding the country’s core interests. Currently, China’s task for safeguarding territorial integrity has becoming more arduous due to the complex international security situation. Some countries repeatedly provoke China’s maritime rights and interests and make troubles. Chinese army will firmly restrain any provocative act harming China’s sovereignty, security and territorial integrity.

As an authoritative government report, Chinese national defense white paper is the important channel for foreign countries to learn about Chinese security strategy, defense policy and army modernization construction. Beyond any question, the white paper issued this year will effectively defuse misunderstanding of Chinese national defense and army building. It has revealed China’s significant efforts for military transparency and openness, solemn commitment for national security and development and the history responsibility for the world and peaceful development.
