On March 23, 95 self-supported students studying overseas for PhD degrees were awarded the "State scholarship for excellent self-supported students studying overseas". This is the first time the Chinese government grants scholarship to self-supported students studying abroad.

Founded in 2003, the "State scholarship for excellent self-supported students studying abroad" is the first "state scholarship" for numerous self-supported students studying overseas, with the intent to assist their smooth completion of study, and encourage them to return home so as to serve the motherland. The targeted applicants are excellent students who study for PhD degrees overseas, with their ages below 40. The project had a trial run in U.S., Japan, U.K., France and Germany in 2003.

The application of the scholarship and the appraisal work followed the principle of "open, fair and just". The education sections of Chinese embassy in foreign countries were the body to receive student's application for the scholarship. Experts organized by the China Scholarship Council first gave appraisal to the nominees and the outcome was finally approved by the Ministry of Education. Of the 95 winners, 30 are in U.S., 25 study in Japan, 14 in Germany, 13 in U.K. and France respectively. The winners major in arts, science, agriculture, engineering, medicine and business administration. Majority of them are now studying for PhD degrees in eminent universities. Many of them have been invited to give academic report at international conferences and have published papers. Some have made outstanding achievements in their own research work.

The concerned Chinese embassies in foreign countries will hold award presentation ceremony for the winners, who will receive a scholarship of USD 5000 and a certificate.
