Justice ministers of the European Union (EU) Friday proposed providing compensation to victims of terrorist attacks, including those of the March 11 Madrid bombings.

In a draft Declaration on Combating Terrorism Xinhua obtained, which is expected to be declared at the EU summit next week, the EU Council is required to map out a directive on compensation to crime victims by May 1 this year.

This was confirmed by Irish Justice Minister Michael McDowell at a press conference after the so-called "extraordinary" meeting of the EU justice and interior ministers, which was held here on Friday.

"We focused on ...speedy adoption of the (EU) Council Directiveon compensation to crime victims," McDowell said.

The declaration says the European Commission is required to ensure "the allocation of the funds available in the 2004 budget for supporting victims of terrorism."
