China intensifies investigation of academic malpractice

Chen Yiyu, chairman of the National Natural Science Foundation of China (NSFC), said at the first plenum of the fifth council of NSFC that we would resolutely combat corruption, rule-breach and actions that go against scientific ethics in the scientific and technological circles.

Chen Yiyu, chairman of the National Natural Science Foundation of China (NSFC), said at the first plenum of the fifth council of NSFC that we would resolutely combat corruption, rule-breach and actions that go against scientific ethics in the scientific and technological circles; earnestly handle cases of complaint and offence-reporting from scientists and technicians; intensify the investigation and prosecution of practices that violate regulations on the management of science funds or that run counter to scientific ethics; and at the same time finish formulating the NSFC Temporary Measures for the Handling of Malpractices in order to institutionally curb the occurrence of academic malpractices.

According to an official with the Supervisory Committee of NSFC, from 1999 to 2003 the committee received a total of 445 letters of complaint and offence reporting from scientific and technical workers. After conducting investigation and verification on major complaints and reports, more than 40 cases were finally confirmed as scientific malpractices and dealt with.

Chen Yiyu said NSFC would adopt effective measures, gradually realize supervision over the whole science funding evaluation process, further improve the working mechanism for the supervisory group to be dispatched by the evaluation committee, in the meantime promote the standardization and modernization of funds management through informationization and advance the online handling, online evaluation and online achievement registration and management of all items of science funds.
