The White House said Tuesday that the Bush administration is willing to examine the possibility of adopting a new United Nations Security Council resolution on Iraq.

"We believe the United Nations has a vital role to play going forward. And I think Secretary (Colin) Powell talked a little bit about the possibility of another resolution as we get closer to July 1," spokesman Scott McClellan said.

"That's something that certainly will be looked at," he said, while the US-led coalition forces continue to move forward on a plan to transfer sovereignty to Iraqis by the end of June.

McClellan made the remarks amid a threat by Spain's prime minister-elect, Rodgriguez Zapatero, to withdraw 1,300 Spanish troops from Iraq after the transfer of power to Iraqis.

But Zapatero has indicated that his government may be willing to keep Spanish forces in Iraq if there is a UN mandate.

US Secretary of State Powell said Monday that it may be appropriate to consider a new UN resolution after July 1 because there will be fundamental changes after the power transfer.

But he believed that UN Security Council resolution 1511 adopted in October last year has already provided the cover needed for foreign countries to deploy stabilizing troops in Iraq.
