Advisers amend CPPCC charter

Leading Chinese advisers will beef up in-depth investigations and study issues concerning people's well-being and do their utmost to help fulfill economic and social development tasks set for this year.

Leading Chinese advisers will beef up in-depth investigations and study issues concerning people's well-being and do their utmost to help fulfill economic and social development tasks set for this year.

The remarks were made by Jia Qinglin, chairman of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), a broad-based national advisory body, at Friday's closing session of the annual conference.

The 2,000-plus CPPCC national committee Friday passed an amendment to its charter, a political resolution, and a decision on the report on handling of proposals launched since the First Session of the 10th CPPCC National Committee.

The meeting also accepted the report on the work of the Standing Committee of the 10th CPPCC National Committee and the report by the Proposals Sub-Committee on the examination of proposals.

The work report was approved by 1,956 out of a total of 1,998 votes cast and the charter amendment was endorsed with 1,833 votes.

The amendment to the charter includes 22 major changes in four aspects concerning the CPPCC guiding theory, representations of China's basic political system and the CPPCC's nature and function, the requirements, rights and obligations of its members, and improvement of the CPPCC system and procedures to perform its duties.

The members held that the amendment to the charter will help the CPPCC improve and standardize the systems and procedures of performing its duties and functions.

Expressions such as "supporting and guiding the growth of the non-public sector economy" and "making concerted efforts for the great rejuvenation of the Chinese nation" are incorporated into the amended charter.

"The CPPCC has increasingly performed in a down-to-earth manner when it fulfills its duty of political consultation, democratic supervision and participation in the deliberation and administration of State affairs," said Ji Jianhong, a CPPCC National Committee member from Nanjing.

Ji, also executive vice-president of Jinling Seminary, said there were also some aspects that need to be improved.

"Much importance has been attached to the freedom of religion, but the CPPCC can do more to help religious circles hold exchanges and exhibitions to show the outside world the development of religions in China.

"Religious exchanges between China and other countries can help us understand each other," said the Presbyterian who has devoted himself to Christianity for more than half a century.

Lin Mingjiang, a CPPCC National Committee member from the All-China Federation of Returned Overseas Chinese, said that he was very happy to see more attention from State leaders on overseas Chinese, adding that the realization of complete reunification of the motherland is the common aspirations of the sons and daughters of the Chinese nation at home and abroad.

The political resolution adopted Friday highlights a complete reunification that conforms to the common interests of the people of the whole of China, Taiwan compatriots included.

Jia said in his conclusion that the session has demonstrated fully the level and charisma of CPPCC National Committee members in discussing and handling State affairs.

A considerable portion of the 4,312 proposals received and 706 speeches made at this year's CPPCC session are related to such issues as "scientific approach to development," "people first," "agricultural, farmers and rural economy problems," "equilibrium development" and "anti-corruption."
