The seminar marking the 14th anniversary of the Basic Law's enactment was attended by vice-chairmen of the Standing Committee of the National People's Congress Wang Zhaoguo and Sheng Huaren, State Councilor Tang Jiaxuan, vice-chairpersons of the National Committee of the Chinese People's Political Consultative Conference Liao Hui and Liu Yandong, as well as part of HKSAR' delegates to the NPC, part of HKSAR's members of the National Committee of the CPPCC, and other participants concerned.

Sheng Huaren, also secretary-general of the NPC Standing Committee, said late Chinese leader Deng Xiaoping's "one country, two systems" concept was put to practice in Hong Kong through the Basic Law as an integral legal framework.

The Basic Law, based on China's Constitution, is a national law promulgated by the NPC, and enjoys constitutional status in Hong Kong, he said.

The implementation of the Basic Law requires the adherence to the "one country" principle and safeguarding of national sovereignty, he said, noting that the premise for "one country, two systems" is "one country", which refers to the People's Republic of China, whose main body practices socialism with Chinese characters.

HKSAR, still keeping the capitalist system, is an inalienable part of the motherland and enjoys a high degree of autonomy authorized by the central government, he said.

The concept of "Hong Kong people govern Hong Kong" means patriots, the main part of Hong Kong people, govern Hong Kong, he said, adding that the central government's noninterference in HKSAR's internal affairs on the basis of the Basic Law does not mean the central government disregards crucial issues concerning national sovereignty and security.

Any activity by a small number of people in the HKSAR against the central government and for spliting the motherland will not beallowed, he said, pointing out that in line with the Basic Law, Hong Kong's capitalist social and economic systems, lifestyle, major laws and the status as international financial center and free harbor remain after its return to its motherland in 1997.

The central government will stick to "one country, two systems"and the Basic Law, and fully support Tung Chee Hwa, HKSAR chief executive and the HKSAR government's administration by law, he said.

Chinese President Hu Jintao clearly expressed the central government's stance on the development of the Hong Kong political systems, he said.

The development of HKSAR's political system should accord with the Basic Law and the real situation in Hong Kong, he said.

Changing ways of selecting chief executives and the Legislative Council is a crucial issue in HKSAR's political system, and is related to the implementation of "one country, two systems" and the Basic Law, the relations between the central government and the HKSAR, the interest of Hong Kong social groups and the long-term prosperity and stability of Hong Kong, he said.
