Officials urged to work for the people

"As all its power is bestowed by the people, the government has to be held accountable to them, works for their interest wholeheartedly and accepts their supervision voluntarily," said Premier Wen Jiabao in a National People Congress (NPC) panel discussion Friday afternoon.

Meanwhile, Vice-President Zeng Qinghong joined in another panel discussion of NPC deputies from east China's Jiangxi province, during which he spoke highly of remarkable achievements made by Jiangxi people in the past year despite the prolonged dry spells that were most serious in history.

Wen and Zeng made these remarks during panel discussions of NPC deputies from northwest China's Gansu province and eastern Jiangxi province in the Great Hall of People in Beijing following the opening of the plenum of the Second Session of the 10th NPC in the Chinese capital in the morning.

Lu Hao, Li Mei, Sheng Weide and other deputies from Gansu province aired their views on how to increase and improve economicmacrocontrol, strengthen and enhance agriculture as the foundationof the national economy and deepen the reform of state-owned enterprises. Wen listened to them attentively, and confer with them time and again on some related issues.

Acceptance of the people's supervision, said Wen, is a basic guarantee for government departments to wield power for the people, perform their administrative duties in strict compliance with lawsand do a good job pertaining to their government work.

Only with the supervision of government departments by the people, can they be prevented from being lax in its duties and itsfunctionaries from misusing their administrative power, Wen said.

Government departments at various levels must wield their powerand perform their duties well within the scope of their authority as defined by law and report the performance of their duties honestly to the people's congresses and their deputies, he said. They must also inform the people of their work and facilitate themto oversee the work.

"We will introduce a system of publicizing government affairs, so as to increase the transparency of government work and inform common people of the government work, and any infringement of people's rights will be penalized," said the premier.

During his talks with NPC deputies from Jiangxi province duringthe panel discussion, Zeng urged Jiangxi local authorities at various levels to tap human resources, which he described as the "primary resource" and called on provincial officials to carry forward the pragmatic and down-to-earth spirit to the better service of their people.

He also called for attention to the building of leading bodies,the exemplary role of Communist Party members and the function of grassroots Party organization in the development of local economy.
