China highlights achievements by returned overseas Chinese

Feb. 29 witnessed the "Exhibition of Pioneering Achievements by Returned Students" held in Beijing Exhibition Center. More than 1,100 pieces of excellent achievements were displayed in the exhibition. This was the biggest public show of pioneering achievements by returned students from abroad since the founding of the PRC, which attracted the broadest number of exhibitors.

Feb. 29 witnessed the "Exhibition of Pioneering Achievements by Returned Students" held in Beijing Exhibition Center. More than 1,100 pieces of excellent achievements were displayed in the exhibition. This was the biggest public show of pioneering achievements by returned students from abroad since the founding of the PRC, which attracted the broadest number of exhibitors.

The exhibition was held jointly by the Publicity Department of the Central Committee of the CPC, Ministry of Personnel, Ministry of Education and Ministry of Science and Technology. Among the participants were 31 provinces, autonomous regions, municipalities and some other departments, big enterprises and the PLA. Altogether forty units sent delegations to the exhibition. The display items involved such innovative and high-tech fields as aviation and space, information technology, bio-pharmaceutics, medical instruments, new energy and new materials, etc.

By the end of 1970s Deng Xiaoping, general architect of the reform and opening-up of China, pointed out: that "the number of students going abroad for study should increase", "they should be sent out in thousands", "do our utmost to speed up the pace". His advocacy initiated a new surge of studying abroad and returning after graduation among Chinese students after the opening-up of China.

According to statistics, from 1978 to 2003 the number of various Chinese students going overseas for study has exceeded 700,000 and they are scattered in more than a hundred countries and regions. Up to now more than 172,000 have returned after graduation.

For more than twenty years or so these returned students have made remarkable contributions to the economic and social development of China. Currently about 81 percent of academicians at the Chinese Academy of Sciences and 54 percent of academicians at the Chinese Academy of Engineering are the returned students. In the major breakthroughs made in such key projects and high-tech areas as manned spaceflight, high temperature super-conductors as well as in the campaign against SARS they've contributed a great deal.

Wang Xiaochu, vice-minister of the Ministry of Personnel, said China is designing a return plan for overseas students particularly to attract high-level personnel and short-supply talents. The relevant departments will make a study on and improve the assessment and evaluation system. The government is considering the establishment of start-up funds for returned students to further reinforce the funding of returned students.
