Chinese government officials at various levels must implement a scientific concept of development, a scientific concept of skilled personnel and an accurate concept of officials' performance assessment, Chinese Vice-President Zeng Qinghong said on Monday.
Zeng, also member of the Standing Committee of the Political Bureau of the Chinese Communist Party Central Committee and president of the Party School of the CPC Central Committee, made the remarks at the opening ceremony of the new semester of the Party School.
Zeng said the three concepts featuring humanistic governance are well-entwined and the implementation of these concepts is a leap forward in the Party's ruling.
Zeng said the scientific concept of development is an important sublimation of the CPC in its understanding of economic and social development. The new concept calls for people-centered development, which is comprehensive, coordinated and sustainable.
In addressing the scientific concept of talented people, Zeng said China should adhere to the principle of the CPC's management of skilled professionals, involving skills training and reforms in the human resources evaluation system.
Zeng also stressed it was an important task to promote pragmatic working among government officials and establish an effective system to evaluate their performance.
