Construction sector urged to speed up wage payments

Chinese Vice-Premier Zeng Peiyan here Monday called for construction and development companies to speed up payments for the benefit of workers, and for increased management responsibility in the demolition of old buildings.

Chinese Vice-Premier Zeng Peiyan here Monday called for construction and development companies to speed up payments for the benefit of workers, and for increased management responsibility in the demolition of old buildings.

"Finding a solution to the issue of overdue payments in the construction field and better management over urban demolition aredirectly related to interests of the people and social stability,"he said.

About 39.6 percent of payment delays were the fault of housing developers, according to official sources.

From the end of 2003, China launched a nationwide campaign to help the 30 million peasant workers in the construction field to obtain overdue wages.

To date, 96.3 percent of peasant workers' wages owed in 2003 and 78.1 percent of the total overdue payments have been paid, statistics show.

Zeng called on all departments to set up special mechanisms to permanently resolve the problem of overdue payments and to improvesystems of contract management, account settlement, credit guarantee and insurance.

The demolition of old buildings should be done in accordance with laws, regulations and policies, so as to protect the people'sinterests, he said.
