Up to the end of the year 2003, the population covered by China's medical insurance has reached 108.95 million. China will continue to expand the coverage of medical insurance in a bid to push the figure up to 115.50 million, according to the report from the symposium on the national medical insurance on Feb.17.

China's medical insurance made a breakthrough in 2003: with a great number of the population roped in, 81.3 percent of the cities above prefectural level put forward flexible ways for employees to acquire insurance and 5 million odd-jobbers made it. The year has seen a smooth running in medical insurance with the funds balanced in revenue and expenditure.

Wang Dongjin, vice minister of labor and social security, said China would continue in 2004 to expand the coverage of medical insurance focused in the four aspects. First and foremost it is to do well in the insurance for those employed in non-public economic organizations such as private enterprises and enterprises with mixed ownership system. The second is, with greater efforts made, to continue to take the odd-jobbers into the insurance system. And the third is to get down to tackling the problem of the fund sources of the medical insurance for the workers with difficulties and the retired of the SOEs (State-owned enterprises) and the fourth is to explore solutions for the medical security of the migrant workers from rural areas to cities.

In addition, China will further improve and strengthen the medical insurance management. With the focus laid on guaranteeing the quality of service based on existing measures it is going to control the medical charges, value the management of the funds for medical insurance and speed up to establish a monitoring, precaution and evaluation system for medical insurance.
