China defines focal points for strategic research of population development

What kind of population will China have in the decades to come? How much food does China need? These questions have to be answered in the research plan for population development strategy. An official at National Population and Family Planning Commission of China recently revealed that China has in the main defined the focal points of the research plan for population development strategy.

What kind of population will China have in the decades to come? How much food does China need? These questions have to be answered in the research plan for population development strategy. An official at National Population and Family Planning Commission of China recently revealed that China has in the main defined the focal points of the research plan for population development strategy. China's population development strategy research will be centered round several aspects as follows:

- The size of population. Make a scientific estimation of the size of population and its development trend in the next 10 to 50 years.

- The quality of population. Research and draw up comprehensive supporting policies and measures for raising the quality of population and workforce, optimizing personnel resources allocation and raising people's quality of life.

- The aging of population. As estimated the aged will make up 1/4 of the total population by the year 2050. Moreover as a large number of labor-population will flow out the problem of aging population in rural areas is for sure to far surpass that of urban areas. Therefore research on the population size, structure, geographical distribution and development trend of the aged must be intensified.

- The problem of birth gender ratio in population. The checking of the escalating trend for birth gender ratio depends on the research and the mapping out of laws and regulations and policies. They must be aimed at treating both the fundamental and secondary aspects of the problem equally well, in order to eradicate the obstacles existing in the system, mechanism and mentality for the birth gender ratio.

- The problem of transient population and employment. To intensify the research for a path of urbanization suitable for the conditions in China and able to divert in best possible way the rural surplus workforce out. To make a research on the direction and rate effected by transient population on the layout of cities and the policies for directing reasonable flow of the population; make a research of the effect of industrial structure readjustment on employment and work out policy suggestion on increasing employment through various channels; research and draw up policies, regulations and measures for safeguarding the legal rights of transient population.

- Population distribution and the bearing ability of resources and environment. Research of the effect of population size and distribution and means of production and consumption on resources and eco-environment capacity must be intensified; elaborate and further research the relationship between population and the exploitation and utilization of resources such as land, grain, fresh water and energy; conduct feasibility research on population migration especially eco-migration in the new period.

- Population safety and health. It is urgent now to provide policies and measures regarding population safety and health from the perspectives of prevention and control; establish an emergency responsive system and guarantee national security and people's happiness and health.

Population development strategy research is an analytic method employing scientific systems and methods to foretell the development trend of population size, quality, structure and distribution in a foreseeable future, bring to light the interactive relationships and variation laws among many related variables, provide population development goals, population development modes, focal points of the work and policies and measures which are suitable to the conditions in China and promote the coordinated development of economy and society.
