Domestic anti-drug cooperative mechanism established

According to introduction by officials with Anti-drug Bureau under the Ministry of Public Security, to tackle the outstanding problem concerning the inflow of drugs from "the Golden Triangle area" and trans-regional drug trafficking, the State Anti-drug Commission and Ministry of Public Security have carried out "Special action against drug inflow from the Golden Triangle area and trans-regional drug trafficking" centered on Yunnan Province. The Anti-drug Bureau of the Ministry of Public Security has set up a liaison office in Yunnan, where officials dispatched by anti-drug departments from more than 20 key drug control provinces, autonomous regions and municipalities directly under the central government work together, thus initially establishing a domestic anti-drug cooperative mechanism, thereby integrating anti-drug law-enforcement resources, strengthening share of information, and enhancing efficiency in anti-drug work.

Focusing on Fujian and Guangdong provinces, the Anti-drug Bureau of Ministry of Public Security also launched "Special action against the production and trafficking and cross-boundary smuggle of phenylpropamine". A group of drug factories and drug trafficking networks were destroyed. Guangdong carried out "Anti-drug 03 project" across the province. From January to November last year, 5,614 cases were solved and 5, 618 criminal suspects were caught.

To solve problems in some areas badly affected by drugs, the State Anti-drug Office has focused its anti-drug work in 13 areas. It will deepen its anti-drug work in drug transfer stations, distributing centers and major drug outflow areas. Initial progress has been made in Puning, Guangdong Province; Linquan, Anhui Province; Weishan, Yunnan Province respectively.

On the basis of in-depth investigation and widely canvassing opinions, the State Anti-drug Office, together with the Legal Office, has sped up the legislation process for the "Administration Regulation for Chemicals Easily Converted to Drugs". Ministry of Public Security together with Ministry of Commerce and the Customs General Administration institutes import and export licensing management for sassafras oil and dihydrosafrole. Last year, 3, 490 tons of chemicals easily converted into drug were intercepted as people attempted to export them illegally, up 52 percent from the previous year.
