Nine ministries under China's State Council on Saturday clarified the responsibilities concerning the prevention and control of bird flu in a joint notice.

According to the notice, the industrial and commercial departments must strengthen supervision of markets, close the markets of live poultry and related products, and crack down on illegal trade and production.

The commercial and quality quarantine departments must monitor more closely the slaughtering, processing and cold-storage of poultry, and prevent poultry from leaving bird flu-affected areas.

The agricultural departments must improve their epidemic monitoring and reporting networks in the non-affected areas, and ensure the quality and safety of poultry products from those places.

The industrial and commercial, public security and quarantine departments must supervise the quality of bird flu-prevention materials and other products that closely affect people's lives.

The railways, communications and civil aviation departments must tighten control over transportation nationwide, and ensure the smooth passage of poultry products from non-affected areas.

The public security departments and armed police must help related departments in the work of sealing and slaughtering in the epidemic-hit areas, and ensure social order and security.

The related departments must guide the people to learn about and prevent bird flu, and crack down on profiteers and rumor-mongers.

Inspection teams head for major bird flu-hit areas
Inspectors of China's central government who are going to major areas hit by bird flu Sunday are required to check whether the local leaders have carried out the state policies on bird flu prevention and control.

Inspection teams consisting of ministry officials and veterinary, quarantine and health experts will leave for the 11 provinces and autonomous regions of Hebei, Henan, Jiangxi, Hunan, Shandong, Jiangsu, Zhejiang, Fujian, Guangdong, Yunnan and Guangxi.

At a recent meeting of the national bird flu prevention and control headquarters, Vice Premier Hui Liangyu asked the inspectors to examine the emergency plans, guiding system, epidemic prevention responsibility system, the reserve of emergency materials and techniques, and the fulfillment of prevention measures in these areas.

Hui, who leads the headquarters, urged the inspectors to go to the grassroots to learn the real situation, including difficulties and problems, in bird flu prevention and control, and help the localities in their work.

Now that the central authorities have drawn out clear-cut policies on bird flu prevention and control, "the most pressing matter of the moment is to act promptly to make well-conceived plans and concerted efforts to implement various prevention measures so that bird flu prevention and control can be carried out in an energetic, orderly and effective manner," Hui said.

China's Ministry of Agriculture on Saturday reported that confirmed H5N1 deadly bird flu cases were found in Ezhou City of Hubei Province, Pingyu Country of Henan Province, and Qingyunpu District of Nanchang City in Jiangxi Province.
